The Next Big Change for Landlords Hasn’t Happened Yet… But It’s Coming

When I spoke at the Growth in Property Management conference at the Caledonian Club in June, most of the discussion centred around one topic: the Renters’ Rights Act.

At that point, the legislation had only recently come into force and understandably, landlords wanted to know what had changed and how they should respond.

Fast forward a couple of months and I’ve noticed something interesting.

The conversation has already moved on.

Many landlords have now adjusted to the immediate changes introduced by the Act. Instead, they’re asking a different question:

“What’s coming next?”

In my opinion, that’s exactly the right question to be asking.

The Renters’ Rights Act Was Only the Beginning

The abolition of Section 21, the move to periodic tenancies and the new rules surrounding rent increases have understandably received most of the attention.

However, these reforms are only the first phase of a much broader transformation of the private rented sector.

The Government has already indicated that the next stage will include the introduction of a Private Rented Sector (PRS) Database and a Landlord Ombudsman.

Unlike many of the recent reforms, these measures are expected to affect every landlord, not just those dealing with tenancy disputes.

A More Professional Private Rented Sector

Whether you own one rental property or a large portfolio, the direction of travel is becoming increasingly clear.

The private rented sector is becoming:

  • More transparent.
  • More regulated.
  • More accountable.

For professional landlords, this will largely become another part of running a well-managed property business.

For accidental landlords or those who have traditionally managed their property informally, it may require a significant change in how they approach compliance and long-term planning.

Overseas Landlords Face an Even Bigger Challenge

Many of the overseas landlords I work with bought their London property years ago under a completely different regulatory framework.

Back then, the focus was often straightforward:

  • Find a reliable tenant.
  • Collect the rent.
  • Renew the tenancy when it expired.

Today’s environment is very different.

Keeping pace with changing legislation from thousands of miles away can quickly become overwhelming.

Increasingly, my role isn’t simply helping landlords remain compliant.

It’s helping them make informed strategic decisions about their investment.

Property Management Is Becoming a Strategic Partnership

One of the biggest changes I’ve noticed over the past few months is the shift in the conversations I’m having with clients.

They’re no longer asking:

“What do I legally have to do?”

Instead, they’re asking:

“How do I make sure this investment still works for me in five or ten years’ time?”

That’s a completely different conversation.

Good property management is no longer just about collecting rent and arranging repairs.

It’s about:

  • Staying ahead of legislative changes.
  • Protecting long-term investment returns.
  • Managing risk.
  • Advising on rent reviews and market conditions.
  • Helping landlords adapt their strategy as the market evolves.

Opportunity Through Change

Every significant regulatory reform creates uncertainty.

But it also creates opportunity.

The landlords who stay informed, seek professional advice and adapt early are often the ones who continue to perform well, regardless of changing legislation.

While no one can predict exactly how the private rented sector will evolve over the next few years, one thing is becoming increasingly clear:

Professional advice has never been more valuable.

My Thoughts

The Renters’ Rights Act marked a significant moment for landlords across England.

But I don’t believe it will be remembered as the end of the story.

Instead, I believe it will be remembered as the beginning of a much wider transformation of the private rented sector.

The landlords who prepare now—not just for today’s legislation, but for tomorrow’s changes—will be in the strongest position to protect their investments and make confident decisions for years to come.
